The International Mobility Program (IMP) includes work permits that do not require a Labour Market Impact Assessment (LMIA). These exemptions exist when hiring foreign workers provides broader benefits to Canada.
IMP categories include international trade agreements (CUSMA, CETA), intra-company transfers, reciprocal agreements (working holiday), and significant economic/cultural benefit situations.
Employers using IMP still need to submit a job offer through the Employer Portal and pay the employer compliance fee, but the lengthy LMIA process is not required.
