What if your Manitoba work permit already expired?

Group 2 exists specifically for workers who lost status. If you held a valid work permit on May 7, 2024 and it has since expired, the policy exempts you from several requirements that would normally block a restoration application. IRCC waives the section 182 rule that you must apply for restoration within 90 days of losing temporary resident status, and it waives the requirement that you complied with every other condition imposed on you. It also waives paragraph 200(3)(e), which normally bars a work permit for anyone who worked or studied without authorization or breached a previous permit condition. Which requirements does IRCC waive under this policy?

The exemptions differ by group. For Groups 1 and 3, IRCC waives paragraph 200(1)(c) of the Immigration and Refugee Protection Regulations, the provision that requires an applicant to fall within a described class in order to be issued a work permit. Group 2 receives a wider set of exemptions because those applicants have already lost status. Alongside paragraph 200(1)(c), Group 2 is exempt from the section 182 restoration deadline and conditions, from paragraphs 199(a) to (i) governing who may apply for a work permit from inside Canada, and from paragraph 200(3)(e) on unauthorized work or study. Everything not listed still applies, including medical admissibility, criminality and security screening.

How long does the Manitoba Workforce Transition Bridge last?

The policy took effect the day it was signed, July 6, 2026, and expires on December 31, 2027. IRCC states plainly that it may be revoked at any time without prior notice, so the expiry date is a ceiling rather than a promise. The cohort is capped at up to 2,700 workers, and Manitoba controls who enters that cohort through the support letters it issued on or before December 31, 2025. If you did not receive a provincial support letter by that date, no later letter makes you eligible. Apply as early as your circumstances allow rather than waiting for the expiry date to approach.

The Manitoba Workforce Transition Bridge is a conditions-based policy, which means an officer checks each listed condition against your file and stops the moment one fails. There is no discretion to accept a support letter dated after the deadline or an employment letter from a former employer. Review the four items below against your package before you submit, because a refusal here can leave you without status while you start over.

1. Submitting a provincial letter dated after December 31, 2025. The date on the letter is a hard condition, not a guideline. A letter issued in 2026 does not qualify you.
2. Applying for the work permit without the paired status application. Every group must also apply for an extension under section 181, or restoration under section 182 for Group 2. A work permit application on its own does not satisfy the conditions.
3. Sending an old employment letter. The policy requires a letter from your current employer. A letter from a previous job does not meet the condition.
4. Assuming the exemptions cover admissibility. Medical, criminal and security requirements are untouched. The policy exempts specific regulatory provisions and nothing more.

Frequently asked questions

Does the Manitoba Workforce Transition Bridge give permanent residence?

No. It issues an open work permit only. The policy is designed to keep you working and in status while Manitoba and IRCC assess you for permanent residence through the Manitoba Provincial Nominee Program. Permanent residence remains a separate application with its own requirements.

Can I change employers on this work permit?

Yes. The policy issues an open work permit, which is not tied to a single employer. You still need a letter of employment from your current employer at the time you apply, because that letter is one of the eligibility conditions.

What happens if I never received a Manitoba support letter?

You are not eligible. The support letter had to be issued on or before December 31, 2025 and had to confirm placement in the MPNP Expression of Interest pool by that same date. Manitoba is not issuing new letters for this policy, so there is no way to join the cohort now.

Does this policy apply outside Manitoba?

No. It applies only to candidates screened and supported by the Government of Manitoba. Other provinces run their own Provincial Nominee Program (PNP) streams and are not covered by this public policy.
