Are Canadian colleges PGWP-eligible?

At the institution level, yes for all public colleges and polytechnics on the IRCC list. If you applied for your study permit on or after November 1, 2024, the specific program must also be on IRCC's PGWP field-of-study list, which is mostly healthcare, trades, STEM, transport, and agriculture. If your program is not on that list, you will not qualify for the PGWP after graduation. You also need CLB 5 in English or French in all four language abilities, and the program must be at least eight months long. Bachelor's, master's, and doctoral graduates have no field-of-study requirement but need CLB 7.

What language level do I need for the PGWP after college?

College and other non-university graduates need Canadian Language Benchmark (CLB) 5 in English or NCLC 5 in French in all four abilities (reading, writing, listening, speaking). University degree graduates need CLB 7. Applicants whose study permit application was submitted before November 1, 2024 are exempt from the language rule (IRCC PGWP eligibility page).

Do I need a provincial attestation letter (PAL) to study at a college?

Usually yes. Most international students applying for a study permit in 2026 need a provincial or territorial attestation letter, which your college requests for you after you accept an offer. Exceptions include master's and doctoral students at public institutions starting January 1, 2026, and K-12 students (IRCC, 2026 attestation letter rules).

What is the difference between a college and a polytechnic in Canada?

Colleges typically offer one to three year diplomas, certificates, and applied degrees. Polytechnics (BCIT, NAIT, SAIT, Humber, Seneca, Sheridan, Conestoga) offer the same plus applied bachelor's degrees, advanced diplomas, and research-focused programs. For PGWP purposes they are treated the same. What matters is whether your specific program is on the IRCC designated field list.

Are private career colleges PGWP-eligible?

Generally no. Most private career colleges in Canada are not on the IRCC PGWP-eligible institution list. Two narrow exceptions: (1) "public-private partnership" programs delivered under curriculum licensing agreements are generally no longer PGWP-eligible after IRCC's 2024 changes; (2) specific Quebec private colleges authorized by the Ministère are eligible. Always verify the school is on IRCC's list before enrolling.

How is tuition different between Canadian colleges and universities?

International tuition at public colleges and polytechnics typically runs $14,000 to $22,000 CAD per year, roughly half of what universities charge. The catch at the college level is the PGWP-eligible field restriction. If your goal is the post-graduation work permit, pick a program on the designated field list.

Which Canadian colleges are best for international students?

We don't rank schools. The public colleges and polytechnics applied to most heavily by international students are: BCIT, NAIT, SAIT, Seneca, Humber, Sheridan, Conestoga, Fanshawe, George Brown, Centennial, and Algonquin. These institutions have decades of international student support, large alumni networks, and most have programs on the IRCC designated field list. Use the directory to filter by province.

PGWP field-of-study rule for study permits applied for on or after November 1, 2024

College graduates only qualify for the Post-Graduation Work Permit if their specific program is on IRCC's field-of-study list and they reach CLB 5 in all four language abilities. The institution being PGWP-eligible is no longer enough. The program itself must be eligible. Check the program before you commit tuition.

What changed at the college level

IRCC's PGWP field-of-study list, which applies to study permit applications submitted on or after November 1, 2024, was the largest shift to college-level study permit value in over a decade. Before the change, almost any program at a public college made graduates eligible for the PGWP. After the change, only programs in fields the federal government deems "in-demand" qualify graduates: mainly healthcare, trades, STEM, transport, and agriculture.

That makes the program-choice decision more consequential than the school-choice decision. A two-year hospitality diploma at a top-tier polytechnic may not get a PGWP. A two-year practical nursing diploma at a mid-tier college will.

Use this directory to find the schools, then verify the specific program against the IRCC list before applying. Or book a consultation and we will do the program check for you.
