Newfoundland and Labrador's Office of Immigration and Multiculturalism (OIM) posted its latest Invitations to Apply (ITA) batch on September 18, 2026: 62 invitations, 61 under the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and 1 under the Atlantic Immigration Program (AIP). NLPNP is this province's Provincial Nominee Program (PNP). The smallest 2026 round on the official table was the September 10 batch of 36 NLPNP invitations. Year to date the province has issued 2,259 NLPNP invitations and 395 AIP invitations.

How many invitations has Newfoundland issued in 2026?
Short answer: Add the 2026 rows on OIM's Invitations to Apply (ITA) Updates page. From March 6 through September 18, 2026, the table shows 2,259 NLPNP invitations and 395 AIP invitations. Combined that is 2,654. The latest round, on September 18, issued 61 NLPNP invitations and 1 AIP invitation. The September 10 round, 36 NLPNP invitations, is still the smallest 2026 batch on the same table. OIM last marked the page "Updated: Sep. 18, 2026." Invitations are not nominations. An ITA lets a candidate submit a provincial application. The federal government still has to approve permanent residence after a nomination or AIP endorsement.

The table above runs through September 10. OIM then added a September 18, 2026 round of 62 invitations, 61 NLPNP and 1 AIP, which brings the 2026 totals to 2,259 NLPNP and 395 AIP. The July 10 round is the only 2026 batch where AIP invitations (40) beat NLPNP (17). August 18, September 4, and September 10 issued no AIP invitations at all.

Has Newfoundland published a 2026 nomination quota?
Short answer: Not on the pages that matter for applicants. The NLPNP overview describes streams and does not list a 2026 allocation number. The ITA Updates page counts invitations, not remaining nomination certificates. OIM's EOI prioritization criteria (updated March 23, 2026) say the office may adjust priorities during the year based on labour market needs and annual allocations, which confirms that an allocation exists without publishing the figure. Treat any third-party "2,379 NLPNP spaces" headline as unconfirmed until OIM or the province posts it on gov.nl.ca. We will update this page if that number lands on an official page.
Invitations can exceed nominations. A candidate can receive an ITA and later be refused, withdrawn, or unused. Do not read 2,259 NLPNP invitations as 2,259 nominations already issued.
How to apply for PNP in Newfoundland?
Short answer: Create an Expression of Interest (EOI) in the province's Immigration Accelerator Portal, keep it accurate, and wait for an ITA. OIM launched the EOI model for economic immigration on February 19, 2025, as stated on the ITA Updates page. After an ITA, you submit the NLPNP or AIP application OIM asked for. If OIM nominates you, you then apply to IRCC for permanent residence. Streams on the NLPNP overview are Express Entry Skilled Worker, Skilled Worker, International Graduate, International Entrepreneur, and International Graduate Entrepreneur. Most worker streams need a job offer from a Newfoundland and Labrador employer. Read the stream page before you pay anyone to "submit a PNP."

After nomination, IRCC processes the federal permanent residence application. Check current IRCC times on the processing times tool under Provincial Nominees (Express Entry versus not Express Entry). Short answer: No, and OIM does not describe it that way. The EOI criteria page says meeting one or more factors does not guarantee an invitation, and the office can change priorities during the year. What the province does publish is a list of what it may prioritize: health and health-related occupations; sales and service roles that support rural labour needs (St. John's metro may rank lower when usage is already high); jobs outside major urban centres; occupations that are underrepresented in the province compared with other provinces; employers with a retention record; candidates likely to stay; graduates with ties to Newfoundland and Labrador; Francophone immigration objectives; and files with strong settlement supports. A 36-invitation round after a 400-invitation July 28 round is the opposite of an open door. If your job is in St. John's retail and your employer has no retention record, the published criteria are not on your side. If you are a nurse, a rural trades worker, an NL graduate, or a French speaker with a real job offer, the same page is written for you. Either way, nomination is step one. IRCC still decides permanent residence.
What are the new immigration rules for PR in Canada in 2026?
Short answer: The federal 2026 to 2028 Immigration Levels Plan raised Provincial Nominee Program (PNP) admissions targets nationally. That is a Canada-wide admissions target, not Newfoundland's nomination certificate quota. IRCC explains PNP as a province-by-province program on Immigrate as a provincial nominee. Which province is easy to get PR in Canada in 2026?
Short answer: None of them publish "easy." Each province sets streams, job-offer rules, and draw sizes. Newfoundland's 2026 public data is the ITA table plus the EOI criteria, not a points calculator that prints a pass mark. Compare Newfoundland against other Atlantic programs only after you have a job offer and you have read the stream page.
