Is it easy to get PR in Newfoundland?
Short answer: No, and OIM does not describe it that way. The EOI criteria page says meeting one or more factors does not guarantee an invitation, and the office can change priorities during the year. What the province does publish is a list of what it may prioritize: health and health-related occupations; sales and service roles that support rural labour needs (St. John's metro may rank lower when usage is already high); jobs outside major urban centres; occupations that are underrepresented in the province compared with other provinces; employers with a retention record; candidates likely to stay; graduates with ties to Newfoundland and Labrador; Francophone immigration objectives; and files with strong settlement supports. A 36-invitation round after a 400-invitation July 28 round is the opposite of an open door. If your job is in St. John's retail and your employer has no retention record, the published criteria are not on your side. If you are a nurse, a rural trades worker, an NL graduate, or a French speaker with a real job offer, the same page is written for you. Either way, nomination is step one. IRCC still decides permanent residence.

Short answer: The federal 2026 to 2028 Immigration Levels Plan raised Provincial Nominee Program (PNP) admissions targets nationally.
