Updated May 29, 2026: There is no TR to PR 2026 application portal, and there is no first-come race to "claim a spot." IRCC's program, the In-Canada Workers Initiative, fast-tracks permanent-residence applications that eligible workers have already filed through the Provincial Nominee Program, the Atlantic Immigration Program, the rural and francophone community pilots, the caregiver pilots, and the Agri-Food Pilot. If you already have one of those applications in progress, you do not file anything new. If you do not, this guide shows the route that actually puts you in line, and the documents that make your application complete.
When IRCC introduced the TR to PR pathway in early 2026, a lot of coverage (ours included) expected a 2021-style public portal that would open in May and fill in a day. That portal never opened. The policy Ottawa actually implemented is quieter and works in the opposite direction. This article corrects the record and gives you the real, document-by-document plan. For the full picture of the program, see our .
