Who qualifies for Canada's AI work permit fast-track?
Two-week processing under the Global Skills Strategy applies when the job is classified under Training, Education, Experience and Responsibilities (TEER) category 0 (management jobs) or category 1 (jobs that usually require a university degree) of the National Occupational Classification (NOC). Most AI, machine learning, and data science roles sit in TEER 0 or 1. The stream itself has two routes: Category A, for employers referred by a designated referral partner who are hiring unique and specialized talent, and Category B, for employers hiring highly skilled workers in occupations already on the global talent occupations list. A referral is not required for Category B.
The Category B occupations list already includes the core AI and tech roles. You can confirm your role against the Global Talent Stream program requirements.
| Occupation | NOC code | TEER level | Typical AI focus |
|---|
| Data scientists | 21211 | 1 | Machine learning, modelling |
| Software engineers and designers | 21231 | 1 | AI systems engineering |
|
Because data scientists and software roles were already on this list, AI talent could already be hired through the fast-track before June 4. The announcement is about doing more of it, faster, not opening a door that was closed.
What is live now versus what is an announced commitment?
This is the part that most online summaries blur, so be precise about it before you make any plans. The fast-track stream and its two-week work permit processing target are live and have been for years. The AI-specific acceleration, the broader expansion of the program, and the aligned permanent residence measures are commitments inside a five-year strategy. They are government policy direction, but they are not yet a separate program you can apply to, and no AI-specific timeline has been published beyond the existing two-week target.
| Item | Status | What it means for you |
|---|
| The fast-track stream (GTS) | Live | You can be hired through it today if an employer applies |
| Two-week work permit processing |
How does an AI work permit lead to permanent residence?
A fast-track work permit is temporary, but it is one of the cleaner on-ramps to permanent residence for tech workers. Once you have worked in Canada in a skilled (TEER 0, 1, 2 or 3) job for at least one year, you may qualify under the Canadian Experience Class (CEC), which is managed through Express Entry. Canadian work experience and a valid job also tend to lift your Comprehensive Ranking System (CRS) score, which is the points total IRCC uses to rank Express Entry candidates.
There is a second route worth watching. IRCC runs Express Entry category-based selection, where the Minister invites candidates with work experience in targeted occupations, and science, technology, engineering and mathematics (STEM) fields have featured in past rounds. The commitment to "align measures for permanent residency" suggests this targeting could lean further toward AI talent, though the specifics are not yet published. To understand the full picture, read how Express Entry works before you build a plan around any single category.
What should AI professionals applying from India do now?
India is one of the countries Canada has signed AI cooperation agreements with since March 2025, and Indian IT and AI talent is a large share of the global pool Canada is competing for. The most useful thing you can do from India today is treat the live fast-track stream as the real path and ignore any agent promising a separate "AI visa." The work permit is employer-led, so a job offer from a qualifying Canadian employer is the thing that opens the fast-track, not a standalone application you file yourself.
Concrete steps to take now:
- Target employers, not programs. Look for Canadian companies hiring into NOC 21211, 21231, 21232 and similar roles who are willing to run a GTS LMIA. Our guide on how to get a work permit in Canada explains the employer side.
- Understand the employer's obligation. The fast-track runs on an LMIA, so the employer carries the paperwork and the Labour Market Benefits Plan, not you.
- Prepare your documents early. Passport, credentials, and proof of experience should be ready so you can move inside the two-week window once the LMIA is positive. Be ready to give your biometrics promptly.
- Know the work permit basics. Review how to apply for a work permit and the broader tech talent pathways Canada is attracting. Country context is in our immigration from India page.
Quebec runs a separate provincial pilot for AI, information technology and visual effects workers, governed by Quebec rather than the federal program, with different rules and timelines.
