The Ontario Immigrant Nominee Program (OINP) went through the largest change in its history in 2026. Ontario amended Regulation 421/17 on March 16, 2026 to give the Minister authority to create and remove OINP streams, and the nine previous streams were revoked on May 30, 2026. The program is now built around fewer, more focused pathways and targeted draws tied to Ontario's labour shortages.
The previous Human Capital Priorities, Master's Graduate, PhD Graduate, French-Speaking Skilled Worker, Skilled Trades, In-Demand Skills, and three Employer Job Offer streams no longer operate. In their place, Ontario consolidated the Employer Job Offer streams into a single stream with two pathways and introduced new streams for healthcare workers, high-impact individuals, and entrepreneurs.
The OINP director can now run targeted draws based on level and field of education, institution location, professional certifications, official language ability, settlement intent outside the Greater Toronto Area, and Ontario work experience, instead of pulling the highest-scoring candidates from a general pool. Ontario received 14,119 provincial nominations from the federal government for 2026, directed mainly toward healthcare and social services, technology and innovation, skilled trades and construction, and agriculture.
