About the OINP

The Ontario Immigrant Nominee Program (OINP) is Ontario’s Provincial Nominee Program. Ontario nominates people with the skills and experience its economy needs for permanent residence, and IRCC makes the final PR decision.

Ontario rebuilt the program in 2026. Amendments to Ontario Regulation 422/17 came into force on June 25, 2026. They removed the eight former streams and introduced the Ontario Workforce Priority stream as Phase 1 of a two-phase redesign. Workforce Priority covers workers with a qualifying Ontario job offer in any NOC TEER category, plus self-employed physicians. The EOI portal opened on August 4, 2026, and registering an EOI does not guarantee an invitation.

A nomination is not permanent residence. If Ontario nominates you, you still apply to IRCC for PR within 6 months. TEER 0-3 job-offer applicants and self-employed physicians can ask to be nominated through Express Entry, which adds 600 CRS points. TEER 4-5 nominations use the non-Express Entry provincial nominee route.

What is OINP and who is eligible?

The OINP is Ontario’s economic immigration program. Ontario issues a provincial nomination; IRCC decides permanent residence. After the 2026 Phase 1 redesign, new EOIs go through the Ontario Workforce Priority stream. Broad eligibility covers workers with a qualifying full-time, permanent Ontario job offer in a NOC occupation across TEER categories, and self-employed physicians who meet CPSO and OHIP conditions. Is OINP closed in Ontario?

The program is not cancelled. Ontario closed the eight former streams and launched Workforce Priority. The provincial hub states that Workforce Priority has launched and other streams are closed. The EOI portal for Workforce Priority opened August 4, 2026. Former graduate and Express Entry OINP streams are not open for new EOIs. As of September 27, 2026 no Workforce Priority invitations have been published.

How to get PR through OINP?

Build a file that meets Workforce Priority criteria. For job offers, your employer submits the job offer, you register an EOI, and you both file if invited. If Ontario nominates you, apply to IRCC for PR within the stated window. Where eligible, you may use the Express Entry provincial nominee path for federal processing and the +600 CRS nomination points. Nomination never guarantees PR approval.

Can I get OINP without a job offer?

Under the live Workforce Priority stream, the published no-job-offer route is for eligible self-employed physicians (CPSO good standing, eligible certificate class, OHIP billing eligibility). Other self-employed professionals are not eligible on that exception. Former no-job-offer graduate and Express Entry OINP streams are closed. If you need a job-offer pathway, your employer must participate through the Employer Portal.

Which jobs fall under OINP?

Under Workforce Priority, a job offer in any NOC occupation from TEER 0 to TEER 5 can qualify, as long as it is a full-time, permanent position with an eligible Ontario employer. Self-employed physicians can apply without a job offer. The requirements for experience, language and education change with the TEER category, and some listed skilled trades have lower language and education floors.

How much time to get PR after OINP?

After Ontario nominates you, you have 6 months to apply to IRCC for permanent residence (60 days after an Express Entry invitation if you took the Express Entry route). How long IRCC then takes depends on the route you used. current PNP processing times

Can I apply for OINP by myself?

Yes. Ontario says a paid representative can help but is not required. For a job-offer pathway, your employer has to start the file by submitting the job offer in the Employer Portal, and you then have 30 days to register your EOI. A licensed RCIC can check the offer and your points before that 30-day window starts running. Check your OINP eligibility free

How much does the OINP cost?

Registering an EOI is free. If you are invited, the Workforce Priority application fee is $1,500 when the job offer (or a physician practice) is outside the Greater Toronto Area and $2,000 inside it (Toronto, Durham, Halton, Peel and York). IRCC permanent residence fees are separate.
